Environmental management, monitoring and reporting is a critical part of the EIA process.
An Environmental Management Plan (EMP) is a project-specific written document that:
sets the objectives and targets to be met through effective implementation of the EMP;
describes the key impacts and risks of the project;
describes all mitigation and management measures to be implemented to address the impacts identified during the EIA process;
describes the stages and provides an indicative schedule for the implementation of the project;
provides for regular reporting to government regulatory authorities, with this reporting describing the works and management undertaken, the condition or status of key variables, and the effectiveness of the mitigation measures;
outlines procedures for dealing with accidents and emergencies, and for taking corrective action if initial mitigation/management measures are not working as planned; and
specifies the roles and responsibilities of key project personnel, for each aspect of the EMP.
A draft EMP should be submitted with the EIA report, so that it can incorporate modified or additional mitigation measures identified by the decision-making authority.
